The resolution was initiated by the President of Uzbekistan in September 2021 during his speech at the 76th session of the UN General Assembly.

The event was attended by representatives of the diplomatic missions of Central Asian states, the United States, Russia, Canada, Japan, Turkey, Azerbaijan, Belarus, Morocco, Ghana, Slovenia, Singapore, Saudi Arabia and other countries, as well as international experts. Particular attention at the event was paid to the positive changes in Central Asia achieved thanks to the pragmatic regional policy of Uzbekistan, which created a new political atmosphere and opened up opportunities for cooperation with UN structures.

During the discussions, delegates presented expert assessments and recommendations for the implementation of the resolution, emphasizing the importance of practical steps such as creating a regional electronic database, conducting research and surveys, combating the use of information technology and social networks for criminal purposes, regulating virtual currencies and undermining the financial foundations of the drug business.

The Uzbek side also presented the conceptual provisions of the National Strategy for Combating Illicit Drug Trafficking and Drug Abuse for 2024-2028, adopted at the initiative of the head of state.
