"The Constitution establishes that Uzbekistan is a social state, and therefore, our primary focus will be on the further improvement of cities and villages, the construction of new housing, healthcare, education, cultural, artistic, and sports institutions, the modernization of road and communication networks, and strengthening targeted social protection," the message reads.

In his address, the president outlined significant plans for 2025 and emphasized key areas of national development.

Mirziyoyev highlighted that the coverage of higher education would be expanded to 50% in the coming years. In 2025, 4 trillion sums from the state budget will be allocated for the renovation and construction of kindergartens and schools.

Support for those in need of social protection remains a top priority. A total of 46.5 trillion sums are planned to be allocated for assistance, with a goal to lift 1 million citizens out of poverty. Measures will also be introduced to improve conditions for people with disabilities and promote inclusivity in society. Additionally, pension system reforms are planned.

"We have declared 2025 as the Year of Environmental Protection and 'Green Economy' in the country, and we have set clear goals in this area. I am confident that this will provide a strong foundation for the implementation of corresponding constitutional norms and principles," the message continues.

The president encouraged citizens to actively participate in the development and implementation of the State Program for 2025, emphasizing that protecting nature is tantamount to protecting humanity and ensuring our future. He called for the conservation of natural resources and the creation of new green spaces to improve the country’s ecology and well-being.

In closing, the president congratulated the nation on Constitution Day, underscoring the importance of the Constitution as a guarantor of national independence, peace, and stability.
