Amended Initiative Budget project sets spending restrictions
New changes to the "Initiative Budget," as reported by the Ministry of Economy and Finance, mandate that district and city budgets allocate sufficient funds annually for at least 10 projects and no more than 30. The purchase of vehicles and furniture for officials has been prohibited, and financially independent higher education institutions are no longer eligible to participate, following amendments introduced by the Senate Council to the procedures governing the budget.
Currently, the maximum cost of a single project is capped at 1.5 billion UZS. Accordingly, the minimum total budget allocation by districts and cities is set at 15 billion UZS, while the maximum is capped at 45 billion UZS.
Starting this year’s first season, financially independent higher education institutions will no longer be allowed to participate in the "Initiative Budget," reflecting their transition to a self-financing model.
In a move to prioritize addressing social issues, restrictions have also been placed on certain expenditures. Organizations are now prohibited from purchasing vehicles, public safety equipment (such as radars, surveillance cameras, and traffic lights), and furniture for senior officials.
