Jakhongir Artikhodjayev holds tête-à-tête discussion with an investor to consider demolition of his real estate (video)

In Tashkent, the houses erected by an entrepreneur were demolished”, we told about how a 3-storey residential building was demolished in the Avaykhon Mahalla of Mirzo Ulugbek district under the control of the Tashkent city khokim Jakhongir Artikhodjayev.

Later, the problem of demolition of housing in Tashkent was also touched upon in foreign publications. Mukhammadbobur Khujayev accused the city khokim of monopolizing construction in the capital and squeezing entrepreneurs from the market who are building affordable houses.

On April 5, a press briefing on social issues was organized at the city administration. At the briefing, khokim Artikhodjayev expressed his vision of the problem and expressed his willingness to discuss it with the investor face-to-face.

“I personally do not know the entrepreneur Mukhammadbobur Khujayev and have never met him. He speaks about me in the media. I am ready to meet him in person or in public. Please let him come,” the khokim said.

The entrepreneur also spoke positively about the meeting.

“I was forced to speak about him, since I had evidence in my hands. To exclude all sorts of misinterpretations, I am ready to meet with khokim Jakhongir Artikkhodjayev,” the investor Khujayev confirmed.

On April 27, a meeting of the khokim and an entrepreneur took place in the capital's administration. Media representatives were invited to it.

Khokim Artikhodjayev called on the entrepreneur to speak in the language in which it would be convenient for him to listen to his words to the end.

The investor suggested the khokim to talk privately, but Artikhodjayev declared that he had no secrets from anyone, and expressed his readiness for an open discussion.

The investor noted that he was not ready for a conversation in a briefing format. His desire was to solve the problem peacefully. In addition, Khujayev said that his lawyers recommended him to participate in this briefing. The city khokim replied that they would be also able to talk after the event.

Then the investor spoke about what he had repeatedly said in the media.

“I am a construction investor. A year earlier, a representative of the Mirzo Ulugbek district administration Elshan Azizov came to me, and said that I need to build a residential house for internal affairs officers. Otherwise, my buildings located in the district “might be demolished”. I agreed and built a house for employees of the internal affairs department. The opening ceremony was attended by Prime Minister Abdulla Aripov and you in person. Later, under the pretext of the death of a family in the Yunusabad district due to carbon monoxide, you forced to demolish the three-storey residential building that I had not completed,” Khujayev said.

The khokim replied to this that he “did not order anyone to demolish the building without a court decision” and called for “substantiating every accusation” and said that decisions on the rest of the entrepreneur’s property would be made within the framework of the law.

It should be noted that so far the investor has not applied to the law enforcement agencies or to the court about the violation of his rights. To the khokim’s question about the reasons, the investor replied that he did not trust the judicial-legal system in Uzbekistan.

Further, the governor commented on the situation with houses built by the investor and transferred by the administration to citizens in need.

The city khokim offered to conduct an international examination of houses built by the investor. If Mukhammadbobur Khujayev agrees, the costs of the expertise will be paid by the city administration, but if the houses are found not of the standard requirements, the entrepreneur will be obliged to compensate all the damage to the residents there.

“I love those entrepreneurs who comply with the laws and pay taxes. I am ready to render any help to them within the law. If you bring your activities to a legal plane, then please, I am ready to help you too,” Artikhodjayev said.

The discussion was open and transparent. At the end of the event, the governor, as promised, met with the entrepreneur separately. The content of this conversation is currently not yet known.
