Energy Ministry to present the law “On electricity” in a new edition

In particular, work on the development of the document in a new edition is carried out by the Energy Ministry, jointly with the European Bank for Reconstruction and Development (EBRD). Highly qualified experts from the UK, Georgia, Austria, Bulgaria and Italy, as well as local specialists with extensive experience in lawmaking, are involved in it. It is expected that the new law will be submitted to the Cabinet of Ministers at the end of May 2020.

Also, the Ministry of Energy together with the Asian Development Bank (ADB) and the World Bank (WB) has begun work on developing a model of a competitive electricity market, the transition to which is expected to be implemented in 2023. 

The ADB and the WB are represented by international experts – consultants from Georgia, the USA and Turkey, who have many years of theoretical and practical experience in the field of reforming the electricity sector. 

A team of specialists from the project office at the Ministry of Energy, as well as international experts are studying promising market models and ways to transition to market relations. It is expected that the Concept of the electricity market model and the transition to market relations will be submitted to the Cabinet of Ministers by the end of March this year.

Another stage of the reform will be the Grid Code introduction, the development of which was started by the Ministry of Energy together with the World Bank. International consultants from Serbia and the United Kingdom are involved in this work. 

The implementation of the Code will allow to systematize and concretize the functions, rights and obligations of energy companies and consumers of electricity. According to plans, the introduction of the Grid Code project for consideration by the government is expected by the end of May 2020.
