Procedure for providing orphans with housing determined
The government has approved a regulation on the procedure for providing housing for orphans and children deprived of parental care.
Housing for orphans and children deprived of parental care is provided by regional administrations in multi-apartment houses. At the same time, educational institutions and district (city) khokimiyats will put children in the “online queue” as a need for housing a year before the end of their stay in the institution.
1-bedroom apartments with a total area of not less than 25 square meters for children over 18 years of age; in cases of marriage between adult orphans and children deprived of parental care, 2-bedroom apartments of not less than 50 square meters shall be allocated.
Housing is provided on the basis of the right to own property, but without the right to sell it until the age of 30. The houses will be allocated by the district administration and will be handed over with all the necessary living conditions. Information on the status of housing is updated on a monthly basis and posted on the official website of the Ministry of Public Education.
Based on the decision to provide housing, the district (city) khokimiyat issues an order, which is the basis for relocation to the issued housing. Orders are issued on the basis of a strict sequence in the “online queue” information system. The housing order is notarized no later than 10 days from the date of issue.
From January 1, 2022, the housing needs of orphans and children deprived of parental care will be determined through the information system “Single Register of Social Protection”, adoption of orphans and children deprived of parental care is carried out on the basis of an online application through the electronic platform “Guardianship and Sponsorship”.
From the 2022/2023 academic year, the training of highly educated personnel in the field of “Guardianship” and “Sponsorship” will be introduced in the bachelor’s degree program “Social Work”.
