Regulation: Prison staff will have to wear body cameras while monitoring prisoners
The regulation on the procedure for service of employees of the penal system with body cameras was approved.
According to the regulation, an employee engaged in daily work or daily duty will be provided with body cameras for continuous monitoring of prisoners and detection of crimes and violations committed by them.
The body camera is used in the following cases:
- in the implementation of activities on the agenda;
- during general and daily searches and inspection;
- admission of convicts to penal institutions;
- when crimes and disorders are committed;
- in controlling the behavior of prisoners;
- when prohibited food products and items are seized from prisoners;
- when using physical force, special tools and sedation jackets on prisoners;
- taking convicts to work and returning from it;
- in the process of receiving convicts and citizens;
- when receiving parcels from citizens and during their distribution;
- when considering applications and complaints of convicts;
- during meetings of convicts;
- when disciplinary punishment and incentive measures are applied to convicts;
- when convicts are entered and released from the disciplinary unit;
- during the review of humanitarian documents of convicts.
The body camera must be activated from the moment the employee begins to perform his duty and must be used until he ends his duty (with the exception of the time of performing work unrelated to the duty).
The lens of the body camera cannot be obstructed in any way during the duty.
It is forbidden to use the body camera for personal purposes, to give it to other employees, prisoners and other persons, and to turn it off intentionally. The body camera must always be in working condition during the duty.
It is forbidden to damage the body camera given to the employee by the prisoner, to try to take it away.
It is also prohibited to post conversations with prisoners recorded by body cameras on the Internet, to give them to family members and other persons.
